It's an ESP-32 with bluetooth and onboard GPS. Comes with a stubby little LoRa whip. Includes two IPEX 1.0
connections, one for the LoRa whip and another for external GNSS (GPS) if you want to use an external antenna.
It had some other firmware on it (probably for use as a tracker) so it'l need flashing with Meshtastic firmware
when you get it.
It's surprising that it only costs another $4 or so to upgrade from a Heltec V3 to this one with a GPS, but
that's basically the only difference between the two. (it's also physically longer, so won't fit in a V3 case)
I tested the Heltec Tracker for battery current draw with display and bluetooth on/off
It looks like with the display off, ESP-32 power draw DOUBLES when bluetooth is left turned on, so
if you want to run it off batteries, set the display to turn off after 15 seconds and turn off bluetooth.
There are also some optimizations you can make with the GPS to limit how often it powers it up to get a
new position, and how frequently it transmits (or REtransmits) its location.
