I received this many years ago as a gift. It fits into a class-3 hitch and has spots for four bicycles.
It's an older design that features a lower bar that extends to support straps to hold the front and back
wheels of the bikes steady during transport.
Over the years the loops that hold the frames down on the rests have started wearing out and breaking, the
bottom support bar has been it multiple times by cars, and the rubber cushions on the frame rests are breaking
down, so it needs a bit of maintenance.
The straps are called "chain straps", and sometimes show up on eBay.
